Retiring abroad: what it costs and what each country asks for

Two numbers decide whether this works, and they are not the same number. The visa income floor is what a country requires you to prove — from $1,000 a month in Costa Rica to $4,200 in Mexico. The cost of living is what happens after you arrive, and against published price levels the average US benefit of $2,086 is worth anywhere from $7,039 a month to less than it is at home.

Each of these publishes an income requirement. The floor is the gate; the multiplier is what life looks like once you are through it.

Cheap but no published retirement route: Bali, Dubai, Turkiye, Uruguay, Vietnam. Residency there runs through other categories, which is worth settling before anything else.

The four things that decide it

Healthcare, first, not last

Medicare does not travel. Private cover is priced separately from the cost of living, it steps upward with age rather than rising gently, and several insurers stop writing new policies somewhere between 60 and 70. Waiting a year can close a door permanently, which is why this goes first.

The income floor, and what it is pegged to

Learn the mechanism rather than the number. Spain uses 400% of IPREM, Portugal the minimum wage, Colombia and Ecuador three times theirs. The requirement moves every January without an announcement.

Tax, in two places at once

The United States taxes its citizens on worldwide income wherever they live, so the US return never goes away. Whether the second country taxes you too depends on the treaty, usually its pensions article.

Currency

Your income is in dollars and your costs are not. Only Panama and Ecuador use the dollar. Everywhere else a ten per cent move in the rate is a ten per cent pay cut, and it is not announced either.

Does Medicare work abroad?

No. Medicare does not pay for care received outside the United States except in a few narrow situations, so retiring abroad means buying private cover or joining the local system.

Which country is easiest to retire to?

On the published income floor alone, Costa Rica and Panama at $1,000 a month from a lifetime pension. Panama accepts $750 if you also hold $100,000 in Panamanian assets.

Do retirement visa requirements change?

Most of them annually. Spain sets its floor at 400% of IPREM, Portugal uses the national minimum wage, and Colombia and Ecuador use three times theirs. When the index is revised, the requirement moves with it.
