The multiplier is the honest figure: how far the same money goes against an identical basket of goods.

Why this differs from the lists you have read
Most rankings use cost-of-living indexes assembled from people estimating their own spending. Price levels are measured: statistical agencies record actual prices for actual goods, and the results are comparable across countries by construction.
The second difference is that almost every list quietly assumes two people. Fixed costs do not halve when you go alone — a one-bedroom is not half the price of a two-bedroom anywhere.
Cheap is not the same as workable
Three of the countries at the top of this table have no retirement visa, or one that requires capital rather than income. Cheapness decides nothing on its own.
Healthcare separates them further. Thailand runs $106 a year out of pocket with only 9.9% of health spending falling on individuals. Cambodia runs $212 with 60.6% falling on individuals — the same apparent cheapness describing an entirely different situation.
